FUSION Payroll: Cannot Roll Back A Payroll Running More That 12 Hours (Doc ID 1939346.1)

Symptoms

User launched a payroll process 24 hours prior and it still has not completed. Any single payroll calculation has been done for an employee and instead all are still in 'not started' status.
Attempt to roll the job back and find the roll back process is also stuck.

Error

Cloud Operations has run the server health check which showed this error on the Payroll server:

Steps To Reproduce
1. Navigate to Payroll Checklists.
2. Submit a Process or Report.
3. Submit a calculation process.
4. Review the status.
