Not Able To Change Accounting Year Mapping

Symptoms
On : 11.1.8.0.0 version, Functional Setup Manager
Currently Accounting Calendar starting from 2014/4/1 automatically adopts
"2015" as Accounting Year and it is un-updatable.
However, many of Japanese companies consider 2014/4/1~2015/3/31 as "2014".
Though user can update the Accounting Year by selecting "Others" in "Period
Frequency", this has the downside that each period now must be entered
manually for every year, so a lot of data entry.
So current design does not support to create Accounting Calendar sufficiently
for most of Japanese Company.
