Forms: Field Merge Does Not Work On Redirect Landing Page After Form Submission

A new visitor comes to our website and submits a form. We wanted the redirect landing page to have a field merge that populates their contact ID. However, this is not working. What is missing from our form and/or landing page and how do we resolve this issue?
