Passport issuing country LOV has value of 'Viet Nam'

Customer expects value to be 'Vietnam'

The issue can be reproduced at will with the following steps:
1. Log in as an HR Specialist.
2. Search for, and select, an Employee.
3. Initialize the Edit Passports panel.
4. Engage the Issuing Country LOV, and search on 'viet'
5. Confirm the value appearing in the LOV is listed as 'Viet Nam'
