How to Navigate Basic User Specific Internet Explorer Issues

Identify possible issues with specific users that may be having due to Internet Explorer settings if a hard refresh CTRL+F5 does not resolve the issue.
Typical user issues are images not appearing, pop-ups not working, etc.
