on page 138 it states:

IMPORTANT: The Tax Reporting Selection Process identifies the transaction taxes which you intend to report based on the criteria you specify as parameters to the Selection Process. The Tax Allocation Process then performs the allocation based on those transactions that have been selected. You must run the Tax Reporting Selection Process before running the Tax Box Allocation Process.
