When attempting to Import Benefits Plan Configuration from stage to production, the following error occurs.

ODI-1217: Session HCM_BEN_PGM_IMPORT_WRAPPER (12502) fails with return code 20010.
ODI-1226: Step Foreign key Check fails after 1 attempt(s).
ODI-1232: Procedure Foreign key Check execution fails.
ODI-1228: Task Foreign key Check (Procedure) fails on the target ORACLE connection ORACLE_FUSION.
Caused By: java.sql.SQLException: ORA-20010: Foreign key not present.

Customer is trying to export and import as 1/1/1951. All our comp objects are created as of 1/1/1951 in stage.

The issue can be reproduced at will with the following steps:
Plan Configuration > Manage Benefits configuration > Import Benefits plan configuration
Plan Copy Name :US_XXX_Benefits_1124
Plan Copy Object:US XXX Benefits Program
Effective Date :01-JAN-1951
Reuse existing named objects
