An employee's hire date has been changed from 1-Jan-2015 to 1-May-2014. When the user tries to override their enrollment in their absence plan, the following error occurs:

You cannot enroll an employee into an absence plan before hire date or later than or equal to termination date. (ANC-3405046)

The issue can be reproduced at will with the following steps:
1. Hire new employee on 1-Jan-2015. They are enrolled in the plan automatically.
2. Person Management > Manage work relationship > Change hire date to 1-May-2014
3. Manage Absence Records > Select the relevant accrual plan, and override the enrollment start date to 1-May-2014. The error is received.
