Picklists: Value Displayed in Picklist Field Under Contact Records Is Not a Picklist Value (Doc ID 1952180.1)

When exporting a segment or going to a contact field that uses a picklist under Settings  > Database Setup > Fields & Views > select the desired field > View Field Population Details, there are field values under the contact field that fall outside of the picklist. I thought that the contact field could only hold values within its associated picklist. How is it possible that there are values outside of the picklist values?

(In E9: Evaluate > Database Management > Contacts > Fields > select the desired field > Contact Fields on the top-right > View Field Details)
