Symptoms

On : 11.1.8.0.0 version, Installation, Deployment & Upgrade

When attempting to install Oracle Sales Cloud for Outlook,
the following error occurs.

ERROR

This installation package could not be opened. Contact the application
vendor to verify that this a valid windows Installer package

STEPS

The issue can be reproduced at will with the following steps:
1. Download Oracle Sales Cloud for Outlook Installer
2. Try installing
