Fusion Workforce Directory Management: Dummy Work Email Address is not Synchronize to OIM

The dummy Work E-mail(email_type: W1) address "@" for a person is not synchronize to OIM using "Copy Personal Data to LDAP", or "Send Personal Data for Multiple Users to LDAP" and "Send Pending LDAP Requests", after changing it by FBL or HDL.
Hence, this employee's work email address is different between Fusion Apps and OIM.
1.Create an employee with Work E-mail e.g. email@example.com
2.Change the Work E-mail using FBL or HDL to only '@'
3.Select "Copy Personal Data to LDAP"
Run "Send Personal Data for Multiple Users to LDAP" and "Send Pending LDAP Requests"
4.On OIM, this user's email address is still firstname.lastname@example.org
