TCC & WebServices API: Unable to Connect or Ping the Zone Due To TLS Handshake Failure (Doc ID 1953262.1)

A previously working TCC suddenly experiences connection issues with the zone 100% of the time.  The integration fails on the first step that involves a communication with the zone (e.g., Prepare Last Run Date , Send, etc...)

The monitor file shows:


Customer custom application utilizing Taleo WebServices API in their code fails to connect and has error involving certificate, handshake or other actions associated with a HTTPS handshake,  similar to the above TCC errors.
