Symptoms

Issue
--------
Performance between roles trainstop and review trainstop takes 2 minutes to complete if address is not populated on the 'Person Information' trainstop

Steps to Duplicate
---------------------------
1)Go through new hire flow but do not populate address fields on second trainstop 'Person Information'
2)Going from Roles trainstop to Review trainstop takes around 2 minutes to complete
3)Try same test again populating address in second trainstop
4)Going from Roles trainstop to Review trainstop takes a few of seconds.

Expected Behaviour
------------------------------
Whether the address fields on the Personal Information trainstop are populated or not should make no different to time taken to get from Roles trainstop to Review trainstop.
