Selecting A County From A Drop Down Results In An Incorrect Update To The "State" Field

On : 184.108.40.206.0 version, Manage Accounts
On the Account creation page when setting the address, when the County value is selected after the State value the state value is changed.
Expect that the state value remains the same in accordance to user selection
The issue can be reproduced at will with the following steps:
1. Navigator - Accounts
2. Create Account
3. Address section - select a State
4. select a County
5. State value then changes.
