New User Unable to Login to Database Cloud Schema Service / My Services Pages (Doc ID 1955489.1)

Information in this document applies to any platform.

Goal

A new user has been added and has been defined as administrator for:
o https://myaccount.cloud.oracle.com/mycloud/faces/dashboard.jspx
o support.oracle.com.

However this user is not able to login to either the My Services pages or the APEX related service:
https://cloudservice-myidentitydomain.db.us2.oraclecloudapps.com/apex/

What is causing this failure?
