After completing STS login to Sales Cloud for Outlook, the First Run Assistant is not launching instead the following error occurs:

Oracle Sales Cloud for Outlook: Application experienced technical difficulties. Further troubleshooting should be done by technical support.
@@@@message:ID3082: The request scope is not valid or is unsupported.

The issue can be reproduced at will with the following steps:
1. Configure STS authentication
2. Launch Outlook
3. Enter STS login details and click OK
4. First Run Assistant does not launch.

The issue has the following business impact:
Due to this issue, users cannot launch First Run Assistant.
