Symptoms

Steps to reproduce:

- Created TERR_HEADER.csv
- Select TERR_HEADER.csv and created a .zip file (TERR_INPUT_FILE.zip)
- Make sure their is intermediate folder
- Then import through TM UI.Navigator -> Territories and quotas -> Action (on tree table) -> Import to proposal -> Import territories
