Account Import are not working with large file

Account import is successful with smaller files, but if we import a file with over 15,000-20,000 records, the job errors out. Import fails with status of "Unsuccessful." Import output status page shows 0 Load or Format errors, and does not generate a log or other file.

ERROR The process fails to load data into import interface tables. Cause: oracle.jbo.JboException: JBO-29000: Unexpected exception caught: javax.transaction.InvalidTransactionException, msg=Attempt to resume an inactive transaction: BEA1-114BEE8F88D8BC0E6A77
oracle.jbo.server.uniqueid.UniqueIdHelper$ Source)

The issue can be reproduced at will with the following steps:
1. Do normal import of Account object using csv.
2. See attached screenshots for more details.

The issue has the following business impact:
Customer has 700,000 - 1,000,000 accounts to import and/or update. They need to be able to do this in bulk with large files.
