Symptoms

Employee cannot set primary address in FUSE when a single address exists

The issue can be reproduced at will with the following steps:
1. Login into FUSE as a non-HR employee without an address.
2. Navigate to the Personal Information card.
3. Add a home address.
4. Save and Close.
5. Confirm the primary address cannot be assigned.
6. Edit the home address, and confirm it cannot be set as primary.
