Symptoms

Order Creation fails with an error:

Attribute SHIP_TO_PARTY_ID/SHIP_TO_PARTY_SITE_ID has invalid value 300000000767021 for service ProcessOrderValidation.

Orders are submitted using the order creation web services, the payload submitted includes the following information:

Source System = SPD_TCE
Customer = 10006
Customer Ship to Party = 10006_SHIP_TO_ALL
Customer Bill to Party = 10006_BILL_TO_ALL
