No Balances In Secondary Ledger After Running The Transfer Balance to Secondary Ledger Program

Symptoms
On : 11.1.8.0.0 version, Close Periods
A secondary ledger with conversion level set to Balance was defined.
The Transfer Balance to Secondary Ledger process was run and completed without errors. However the Trial Balance report for the Secondary Ledger is finding no data.
The same report for the primary ledger does return data.
Expect the balances information for the secondary ledger to be available.
STEPS

The issue can be reproduced at will with the following steps:
1. Define a balance level secondary ledger
2. Run the Transfer Balance to Secondary Ledger process without the option to import journal
3. Run the Trial Balance report for the secondary ledger and there's no data.
