ERROR: Cannot Create New Security Groups or Edit Existing Security Groups - "Eloqua - Unauthorized" (Doc ID 1966312.1)

When trying to edit an existing security group, I receive an error message saying "Eloqua - Unauthorized". Furthermore, as a Customer Administrator, I do not see any option to create a new security group. Why is this occurring?
