TCB: Job Fails At Results File Encryption Step, "encryption failed: unusable public key" (Doc ID 1966573.1)

Symptoms

The TCB job configured to encrypt the results file fails in the encryption step.  The job's monitor file shows the following error for the encryption step:

 Because the job failed to complete there was no results file placed in the customer's FTP dropbox.
