Symptoms

On : 11.1.7.0.0 version or above, Manage Payments-Prepare and Record Payments

ACTUAL BEHAVIOR
---------------------
Create Payment Process Request (PPR) ends with waiting for payment file processing

EXPECTED BEHAVIOR
-----------------------
Create Payment process should complete successfully.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit Payment Process Request.
2. Select invoices.
3. Click Submit.
4. See that the request ends in status of "waiting for payment file processing".
