Cannot Deploy Commerce or Print Documents After Refresh: Missing XSL Files

After an Oracle CPQ site has been refreshed from another instance of a user site, issues may be experienced when deploying Commerce, printing documents or running parts integrations.
When attempting to deploy Commerce, the following default error may occur:
