ACTUAL BEHAVIOR
---------------
When using the French language version of Sales Cloud for Outlook version 3.5.13 the French language labels and text are not displaying correctly in the Login UI and Sync Progress indicator

EXPECTED BEHAVIOR

The French lanages labels and text should display correctly

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Setup a Windows 7 PC with French language enabled
2) Install Outlook 2013 with French language pack
3) Install 3.5.13 client
4) Launch Outlook
5) FRA starts and shows French language
6) Label text is not displayed correctly on login screen
