Incorrect Territorries Getting Assigned To Simplified Leads

The customer has a requirement where in they want to drive the Lead assignment on Simplified Leads that contain only Contact Address. When they run the lead assignment on Simplified Leads with only Contact Address, incorrect Territories are getting assigned to the Leads.
Steps to replicate:
1. Login to Simplified UI
2. Navigate to Leads application
3. Create a new lead and populate only the Contact Address section
4. Click Save and Continue
5. Click on Actions> Run Assignment
6. Incorrect Territories are getting assigned to the lead
