Unable To Restrict Visibility Of A Data For A Particular User (Doc ID 1981041.1)

Symptoms

Trying to restrict visibility of data so that a user can only see records they are the owner of or in the sales team of.

Followed the steps in the document "How to Restrict Sales Representatives From Getting Access to All Accounts" (https://support.oracle.com/epmos/main/downloadattachmentprocessor?attachid=1618431.1%3AMETHOD&action=inline) and created a custom, seeded version of the Sales Representative role where the changes have been made.

This role successfully prevents the user from seeing any account data but it is too restrictive.

Tried changing the security policy of the 'Party Information Inquiry Duty' role to have the rule 'Access the sales party for table HZ_PARTIES where user is in the sales account team' but this has not worked. 
Tried this modification for every time the document suggests adding the rule 'Access the trading community person for table HZ_PARTIES for all people in the enterprise other than sales accounts and sales prospects' to a security policy.
