Performance Issue in BPM Worklist While Creating Rule (Doc ID 1982012.1)

User's log onto BPM worklist to create and modify rules.  Administrators notice a performance problem and have to wait over ten minutes to save a rule.

The issue can be reproduced at will with the following steps:

1. Log onto BPM worklist using the navigation described in Fusion Applications: SOA Frequently Asked Questions (FAQ's) (Doc ID 1598259.1)

2.  Users enter thousands of rules in a clustered environment with HA (high availability) servers.
