401 Error When Logging in, Or After Login, Expected Link Is Not Visible In Fusion Application

Symptoms

  If you are a Software-as-a-Service (SaaS) customer, there are multiple sections in this document that need not be performed by you. Please log a Service Request in My Oracle Support for Oracle to do this for you.

 User get 401 error when trying to login fusion application. Or  After user login to fusion application, Setup and Maintenance link or other expected link is not displayed in Navigator, under Tools


Steps to reproduce:

1. Access classic UI
2. Enter correct user name and password
you will get 401 error

 

3.  Even some users can login fusion application, they can not see Setup and Maintenance link or any other expected links in Navigator
