cURL Fails with Unable to Get Local Issuer Certificate Error when Interacting with the Oracle Storage Cloud Service API (Doc ID 1982210.1)

Symptoms

When attempting to authenticate to the Oracle Storage Cloud Service via the REST API, cURL fails as seen below.
