Pay In Full Results In Error: This Action Is Not Applicable For The Invoice In Its Current State

Unable to pay an expense invoice using Pay in Full. When trying to pay in full we are receiving the following error message:
"This action is not applicable for the invoice in its current state"
This happens only to invoices coming in from Expense.
Same invoice can be paid using Payment Process Request and Create Payment in Payment Dashboard.
