Error During Termination Life Event Processing

When attempting to process a life event for terminated employees the following error occurs:

Context PERSON_ID was not set when used at line 17 of formula SPOUSE_LIFE_PLAN_ELIG. (FF-1605035)
All database items context values must be set when using the database item. All formula functions context values must be set when calling the function. Context values can be set within a formula using a CHANGE_CONTEXTS statement. If this is custom code make sure all required context values are set, otherwise contact your help desk.
An application error has occurred. Your help desk can use the following information to obtain a more detailed description of this incident: Incident ID: 963, Server Domain: HCMDomain, Server Instance: BenefitsServer_1, Application Name: HcmBenefitsApp.

The issue can be reproduced at will with the following steps:
Navigator > Benefits > Enrollment > Process Life Event

The issue has the following business impact:
Due to this issue, users unable to end benefit elections due to termination.
