Fusion Compensation: WFC: Reports:Custom Reports Are Not Showing In Compensation Plan Setup (Doc ID 1983511.1)

Symptoms

OTBI  reports that are saved in the /shared Folders/Custom/ Human Capital Management/Compensation folder are not available to add to a Workforce Compensation plan

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Login with BI Admin user. Click on Catalog link(next to Home)
Navigate through the folders, Shared Folders -> Custom ->  Human Capital Management -> Compensation -> create a report by name Compensation - Overall Plan Budget and spend by Country (Annual Salary Plan)
3. Go to Compensation > Workforce Compensation > Manage Plans > Select Plan > Models and Reports > Configure Reports
Under OTBI report
Add the report created in the above step 1
and save the changes
