Export and Import to/from Excel From Forms Not Working from Functional Setup Manager UI's

On : 22.214.171.124.0 version, Functional Setup Manager
This is happening for most of General Ledger and Subledger setups - below is one specific example.
In Functional Setup Manager, navigate to Manage Journal Categories setup task, open the task and then click Export to Excel. Error message like the following appears:
Unable to retrieve content. Additional information for "Remote Region error #12":
An error occurred while invoking task Manage Journal Sources. Review the FunctionalSetupServer logs for more details on this error. Contact your help desk..
The issue can be reproduced at will with the following steps:
1. Functional Setup Manager
2. navigate to Manage Journal Categories setup task, open the task
3. Export to Excel.
The issue has the following business impact:
Due to this issue, users cannot complete setups.
