ER: Unable To View To EFF Attributes In DOO Workbench For READ_ONLY Users (Doc ID 1985316.1)

Symptoms

When attempting to access fulfillment line EFF fields from the Order Management UI an error is reported:

You have read only access to all applications. You cannot perform updates FND(3319)


The issue can be reproduced by executing the following steps:
1. Enable a profile option - FND_READ_ONLY_MODE
2. Navigate to Setup and Maintenance, search for and select the task - Manage Administrator Profile Values - add the user name and set the profile to - read only.
3. The error is reported when viewing the EFF information
