Fusion Global Payroll: Employer Liability Elements not Processing if Amount Greater than Net Pay

Symptoms
The Medical ER is the employer portion. If the employer portion is greater than the net pay of the employee the ER benefit is not processing.
Since this is a company paid benefit the expectation is that this should process no matter what the employee's net pay is.
Steps To Reproduce
1. Create employer liability element using employer liability primary classification and benefits employer match as secondary classification.
2. Create element eligibility.
3. Use benefits life event processing, resulting in element appear on calculation card in element entry.
4. Run payroll process.
5. View run results and verify no result exists for element.
