How to update/add a user to a new Organization via Web services

How to update a user to a newly created Organization via Webservices - both as a manager and as a Salesperson. Challenge here is, previously have used mergeResource to update a user's Org. But that requires the GroupId as a mandatory Org. How to add a user to an Org which does not have a manager, old or new org.
