Symptoms

Taxes are not calculated for transactions with customers outside of Italy country


EXPECTED BEHAVIOR
-----------------------
As tax classification was used, expecting to have that tax calculated

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Navigator
2. Go to Receivables > Billing > Create Transaction
3. Create a transaction for a customer that is not located in Italy
4. On the Tax Classification choose the tax classification 
5. Save the transaction
6. Review the taxes and found there is not tax calculated
