Why doesn't the Webcare Conversion Report show all rules? (Doc ID 1989200.1)

I'm pulling the My Account conversion report for last month and a rule I expect to see is not appearing in the report. I have confirmed that the rule is on and active.Please advise why it does not show on the report.
