Cash Expense Items Created In Main App Are Not Available In Expenses Mobile App On Phone. Why?

When a user creates an expense item in the Expenses module, it doesn't become available in their mobile application. The use case is that the user wants to create the expense online, but then move to the phone to take the picture of the receipt and attach it to the expense items. However, the cash items created online in the module are never made available in the mobile app. They would have to create them directly from the mobile app first or do the whole process on the PC.
