HR Specialist Unable To Use All The Content Types Defined In Profiles (Doc ID 1992529.1)

Symptoms

On : 11.1.9.2.0 version, Manage Talent Profiles

Customized Role for HR Specialist is unable to use all the Content Types defined in Profiles

When logged in as HR Specialist , under Manager Talent Profile tab , HR Specialist is unable to view all the Content Types defined

The HR Specialist should be able to view all Content Types that are defined in Profiles

The issue can be reproduced at will with the following steps:
1. Sign in as the HR Specialist and navigate to Profiles
2. Under Manage Talent Profile for an employee do not see all Content Types
3. This can be verified by then navigating to Mange Content Subscribers
