Address Validation Incorrectly Overwrites State Value (Doc ID 1995233.1)

Symptoms

On : 11.1.9.2.0 version, Manage Accounts

ACTUAL BEHAVIOR
---------------
State Values are overwritten during the Address Validation process.

User has setup address validation at the State, City, and Postal Code (not the County)

When a new Address is created the state value of “CALIFORNIA” is chosen as suggested in the list
But after selecting “HAYWARD, ALAMEDA, CALIFORNIA” application changed the State from the correct value "CALIFORNIA" to “OKLAHOMA”. If CALIFORNIA is selected again, then it wipes out the City value of HAYWARD
 
What is the correct setup and process in order to achieve the level of validation that we need (State, City, Postal Code)?
