Salesforce Sales/Service Cloud Application -- Error: Could not find parent opportunity for Quote

In the Sales/Service Cloud Application interface Users cannot create a new quote. When clicking the "New Quote" button on the Sales/Service Cloud, the page returns blank with an error.
Could not find parent opportunity for quote.
This issue does not occur outside the Sales/Service Cloud Application.
