Element entry effective dates not maintained in line with assignment changes

EXPECTED BEHAVIOR

Expect element entries to be maintained in line with assignment changes matching element eligibility

STEPS
-----------------------
The issue can be reproduced at will with the following steps:


1. There exist 2 element eligibility records for this element both linked by grade.

grade ‘RN19 Colleague’
grade ‘RN21 Colleague’

2. Person No.: 7006172
Hire Date: 12/02/15
Grade: RN21 Colleague

Correct: ASSOCIATED ELEMENT ENTRY FOR ELEMENT ‘MH PENSIONS CATEGORY’ CREATED CORRECTLY WITH A DEFAULT OF ‘RN21’ WITH EFFECTIVE START DATE: 12/02/2015


3. Employee’s grade updated to RN19 Colleague on 09/03/2015

I would expect that the element entry for 'MH Pensions Grade’ would also show a datetrack update because of the 2 element eligibility records as follows;
1. First entry should exist for ‘MH Pensions Category’ element where
a. Effective Start Date is 12/02/2015
b. Effective End Date is 08/03/2015
c. Default input value is ‘RN21’

2. Second entry should exist for ‘MH Pensions Category’ element where
a. Effective Start Date is 09/03/2015
b. There does not exist a value for Effective End Date
c. Default input value is ‘RN19’


Element Entry records only show a single element entry record for ‘MH Pensions Category’ with eff start date of 12/02/15 and a default value of ‘RN21’.
Why hasn’t this record got an effective end date of 08/03/2015 and why isn’t there another record with effective start date of ‘09/03/2015’ and a default input value of ‘RN19’?
