Error When Logging Into CCA "Initializing Interaction Manager Failed" Fails During Partition Load (Doc ID 1996964.1)

Customer lists that there is a issue when logging in as an agent.  Some of the agents are getting the error "Initializing Interaction Manager failed" when the system is trying to load the partitions
