Workflow triggers are not working in application
None of the workflows are working. Workflows are created in system based on either create or update event but none of those are working.

Field updates or emails should be triggered

The issue can be reproduced at will with the following steps:
1. Invoke an Activity Workflow

The issue has the following business impact:
Due to this issue, users cannot use workflows
