Opportunity Sales Method Activity Templates Can't Auto Generate After Custom RBAC

Opportunity Sales Method Activity Templates can't auto generate after custom Role Based Access Control (RBAC)
Custom RBAC was implemented to limit access to Sales Account Activities by users that don't own them. Since all users have access to all Sales Accounts and Contacts, they also have access to the Activities associated to the Accounts and Contacts. Also, a custom duty role was created to provide full access to Activities that was applied to the integration user account to facilitate web services access to Activities.
But now, when users create Opportunities with Sales Methods that have Activity Templates generating tasks, the tasks don't generate. Once the custom duty role is assigned to the user account, the tasks will generate.
Requirement is to revise the RBAC that will allow creation of tasks from Activity Templates attached to Sales Methods Sales Stages.
The issue has the following business impact:
Due to this issue, users cannot see tasks generating on opportunity for sales methods that have activity templates
