Dependent Loaded Through Contacts FBL Are Not Available as Dependents for Benefit Enrollment Process (Doc ID 1998010.1)

Symptoms

Dependents loaded through Contacts FBL are not available as Dependents for Benefit Enrollment Process.

Contacts were loaded through FBL Proces,s which included Employees Dependents. The Contact Load Process has Dependent data with DEPENDENT_FLAG as Y for Business Object (PersonContact) VO Name (PersonContactVO) and Attribute (DependentFlag).
During Benefit Enrollment process an error was seen as "Error -- Unable to find eligibility for the dependent. Dependent might not be eligible for this."

Note : If user deletes and enters these Dependents on Contact Pages Online and run Enrollment Process, then they are able to Enroll these Dependents into respective Benefit Plans.
