Why is BU Record on Manage Expenses System Options not Displayed in the Specific Business Units Section?

While setting up Fusion Expenses setup options when trying to create BU setup values and save the record, the created BU values doesn't get updated and the new record doesn't get added.
Why is the BU record not displayed in the Specific Business Units section?
